The conference brought together representatives of the academic community, government and law enforcement agencies, public organizations, higher education institutions, constitutional law experts, and young people.
The central theme of the conference was the role of the new Constitution of the Republic of Kazakhstan as the fundamental document defining the country's long-term strategic development.
The conference was opened by Kumar Aksakalov, Akim of the Kostanay Region, who emphasized that Kazakhstan has entered a new stage of constitutional development and highlighted the positive changes that have taken place in the region in recent years.
He noted that the renewed Constitution has established a solid legal foundation for the country's sustainable development.
The conference welcomed distinguished guests from Astana who had served as members of the Constitutional Commission, including Unzila Shapak, Doctor of Law; Madi Myrzagarayev, Chairman of the Republican Bar Association; and Yekaterina Smyshlyayeva, a native of the Kostanay Region and Member of the Mazhilis of the Parliament of the Republic of Kazakhstan (VII–VIII convocations).
The keynote speakers provided detailed analyses of the Constitution's principal innovations.
Madi Myrzagarayev compared the previous and current versions of the Constitution, highlighting its key advantages. Particular attention was given to the constitutional recognition of the legal profession as an independent legal institution and its important role in safeguarding the rights and legitimate interests of citizens.
Yekaterina Smyshlyayeva focused her presentation on digital law, addressing constitutional amendments related to the development of digital technologies, the protection of digital rights, and the security of personal data.
Faculty members of Akhmet Baitursynuly Kostanay Regional University also shared their expert perspectives during the conference.
Symbat Ukin, Associate Professor of the Department of Theory of State and Law, and Ainur Maisatayeva, Senior Lecturer of the Department of Criminal and Civil Law and Procedure, discussed the legal features of the updated Constitution and emphasized its significance for the further development of the rule of law and civil society in Kazakhstan.
